Executive Bios
William Tang
CEO
As founder and CEO for Digital Security Consulting, Mr. Tang combines information security operations experience, technical skills and broad management experience to deliver innovative security solutions to Fortune 500 companies.
Prior to Digital Security Consulting, Mr. Tang held positions as security consultant for Deloitte & Touche LLP and Vigilinx, specializing in security architecture, implementation, and assessment & audit. As analyst for Hughes Electronics, he developed surface ship warfare systems and communications cryptography.
With over seven years in the field of information technology and security, Mr. Tang has experience in the financial, entertainment, defense, and electric utility industries. As a subject matter expert, he is often called upon to brief executive management and industry leaders on information security threats and strategies.
Mr. Tang is currently obtaining his Masters in Business Administration at the University of Southern California’s Marshall School of Business and earned his undergraduate degree in applied mathematics & computer programming at the University of California at San Diego. Mr. Tang is also a Certified Information Systems Security Professional (CISSP).
Philip Kong
MBA, CISSP, CISA
Director of Consulting Services
Mr. Kong has over ten years of business analysis, information technology security consulting, IT auditing, IT risk assessments, project management, and business to business E-commerce application development experience.
Prior to joining DSC, Mr. Kong was the National IT Audit Manager with Health Net, Inc., a Senior Consultant with Deloitte and Touche LLP, an application development manager with Carparts.com, and a Business Analyst with PacifiCare Health System. Mr. Kong’s industry experience includes Aerospace/Defense, Education, Healthcare, Consumer Goods, Manufacturing, Entertainment, Real Estate, and Finance. Philip is currently working with various Fortune 500 clients to ensure their Sarbanes Oxley activities are aligned with government regulations and business strategies.
Mr. Kong earned his MBA from UC Irvine, is a Certified Information Systems Security Professional (CISSP), a Certified Information Systems Auditor (CISA) and also holds certifications from JD Edwards and Internet Security Systems.
